Who is behind the Concrete 2027 Conference?
Vinh Dao
National Councillor, Concrete Institute Of Australia, Associate Professor, University Of Queensland and Concrete 2027 Co-Chair
Associate Professor Vinh Dao is a structural engineer, researcher and educator at The University of Queensland (UQ), where he has been a member of the School of Civil Engineering since 2009. He currently serves as Theme Lead for Advanced Materials and Manufacturing within the UQ–IITD Research Academy and has previously held leadership roles including School Director of Teaching and Learning, School Deputy Director of Research, and Structures Discipline Lead.
Vinh has a long-standing commitment to the Concrete Institute of Australia (CIA), serving as Technical Chair of Concrete2013 and as an elected National Councillor from 2013–2023 and again from 2025 onwards. He previously chaired the Editorial Committee of Concrete in Australia magazine and led the CIA Technical and Publications portfolio. He is currently Chair of Concrete2027, the CIA’s 33rd Biennial National Conference.
His research focuses on the performance of concrete structures, with particular emphasis on early-age cracking, structural fire engineering, and low-carbon concrete technologies. He has delivered keynote and invited lectures internationally and contributes extensively to the profession through editorial, seminar, conference and leadership roles. He currently serves as Associate Editor of the Australian Journal of Structural Engineering, Co-Vice Chair of the Second International Conference on Engineering Structures (ICES2026), and General Secretary of the EASEC International Steering Committee.
Greg van Rooyen
Gregory van Rooyen is National Vice-President of the Concrete Institute of Australia and Senior Associate – Materials at BG&E Engineering. With over 30 years’ experience in concrete technology, including being the Technical Manager for a major concrete suppler, Greg specializes in concrete durability, materials performance, and infrastructure assessment.
Greg’s expertise spans major infrastructure projects, including durability design for bridges, tunnels, and rail infrastructure but also includes practical concrete issues such as cracking and performance problem. A Chartered Professional Engineer (Australia and UK), Greg regularly presents on concrete properties, durability assessment, and sustainable construction practices, bringing both industry and research perspectives to advance concrete technology.

David Millar
Chief Executive Officer, Concrete Institute of Australia
David Millar is the Chief Executive Officer of the Concrete Institute of Australia. He has 30+ years’ experience in the concrete industry in Australia as an industry and professional association executive, as well in the concrete materials, construction chemicals, and precast areas. Prior to his appointment as CEO with the Institute in 2014, David was a member of the CIA for 15 years, as well as being the Executive Director of the Concrete Pipe Association of Australasia, and serving as a Director on numerous boards of affiliated industry associations and groups. David has been actively involved in 44 past CIA conferences, in particular organising Concrete 2015, 2017, 2019, 2021, 2023 and 2025, along with the fib 2018 Congress in Melbourne.
Nicole Walker
Membership and Operations Manager, Concrete Institute of Australia
Nicole has extensive membership and professional development experience in associations and not-for-profits. She has been heavily involved in the creation and delivery of many conferences in her career and during her near 7 years with the Institute, has developed a love of concrete that rivals that of the Institute’s membership.
